“You can’t teach a person anything — you can only help them discover it within themselves.” Andy Smith is a Principal Consultant and one of the lead trainers with Kirkham‑Smith Consultants, specialising in emergency management capability, training, and organisational readiness. Andy brings more than 35 years of experience in adult education and training, and over 25 years in emergency management across state, territory, federal, and national maritime contexts. His career includes senior roles such as the inaugural State Manager – Training and Development (Emergency Management) with the Fire and Emergency Services Authority of Western Australia, and subsequent positions with the Office of the Emergency Services Commissioner (Victoria) and the Australian Emergency Management Institute within the Attorney‑General’s Department. He has extensive experience in crisis management, operational coordination, and capability development. Andy served in the Victorian Situation Reporting Unit during the 2006–07 bushfire campaign, providing high‑level situational advice to government and opposition. His understanding of the pressures on State Response Controllers enabled him to build strong working relationships and deliver timely, accurate reporting to support strategic decision‑making. In 2016, Andy achieved the Incident Controller Level 3 qualification through the Australian Maritime Safety Authority’s National Plan Training, specialising in marine pollution response. In 2023, he was appointed Education Specialist to the AMSA Response Centre, providing pedagogical advice and support for search and rescue and other operational training programs. Alongside his emergency management work, Andy has a long‑standing interest in mental health and wellbeing. He completed Mental Health First Aid facilitator training in 2020 and integrates contemporary wellbeing principles into his training and leadership practice. He is also a qualified journalist and has provided policy and community engagement advice to Ministers and senior government officers on emergency management issues.
